A customer of Vian Lodge hotel on Vian Street was arrested and taken into custody and put into the detention cell of Koban 42 for a few hours while negotiation and bribes were being handled for his release. I will not get into specifics, but this is how it is all played out.

I know most tourists and guys mostly frequent the bars and stay away from the street walkers who look rather young. These girls also hang out in front of other hotels and in front of Pick-Up Disco. They have a trike driver who drives them around to all the tourist hotels and areas frequented by tourists in Balibago. They have a also have a Filipino pimp who is down the street watching what is going on with his girls. All the girls are known by the cops in Balibago and connected with them. It is all pre-planned and set-up from the beginning. The guy picks up street girl. Takes her to room. Once she enters room then she will turn right around and say to the guard that he raped me. Then she will go to the police with her pimp and the cops will go to the hotel to pick guy up and bring tourist back to the police station. By this time you are scared shitless and don't know what is going to happen to you. They will scream and shout at you and say that you are going to be in jail for the rest of your life. They will intimidate you on deportation after you serve your lengthy prison sentence, then you will have to do more time in your home country. The U.S. has passed a new law last year that those arrested of sexual crimes against minors in other countries can be prosecuted back in the U.S. for those crimes. The cops know about this new law and have used it as a bargaining chip many times against those stupid enough to pick these girls up.

They will then say to you that they can make it all go away with the proper fee paid. Usually it starts at around 50,000 and can even start at 100,000 pesos for your release.

It is all a set up and while you are in their detention cell sweating it out and not knowing what is going to happen to you, they are in front of the police station laughing and joking about you with the pimp and girl. The girl gets a very small cut and the pimp gets his cut and probably takes the girls cut, then the police take the lions share. No record on the blotter and no calls made to your embassy. No fingerprints and no photos. All off record and no arrest file. Easy, fast clean money for the cops and pimp with no records. The girl is happy and the pimp is happy and the cops happy. The guy is not happy and has been cleaned out of all his cash for his holiday and he will have to return back to his country with no money. The one thing that can spook and throw a wrench in the whole scam is when you say that you want an attorney and you want to call your embassy. Also a medico-legal examination has to be performed on the girl by a NBI doctor within 24 hours. If no examination then no rape case and is thrown out of court.

The moral of the situation. Don't pick up girls off the street that look young or don't work in the bars. Ask the girl if you do see one you like on the street, "what bar she works in" The bars give you somewhat good coverage against set-ups, but is still not 100% full proof. Never go with minors under 18 at all. If she is a cherry girl not working in a bar and is a regular girl prepare for trouble if you take her cherry and then dump her.

1000 pesos is nothing to spend on a bar girl to have fun, considering what kind of trouble you can get into here in the philippines over pussy. Its cheaper paying bar fine in the end or negotiating with the girl up front.

I have stayed out of trouble because I stick mainly to bar girls and regular girls who are not cherry girls and they are over 18, work and have agreed up front on the price. If you doubt the girls age then stay away from her, as it is not worth it. The bars pay off they following legal departments:

1) Department of Welfare and Social Development. DWSD
2) Philippine National Police.
3) National Bureau of Investigation.
4) Mayor's office.
5) Health office.
6) Bureau of Internal Revenue. BIR
7) Labor office
8) Bureau of Fire Protection.

And various other departments not named. That's all figured into the bar fine price, so actually its a bargain just to go through the bar to get a girl here in Angeles. It avoids trouble.

The guy did pay his way out after about 2 hours detention. He's on his way out of the country.
