House with garage -- I know of only a very few houses with garages, and they all belong to very rich people. Typical "upper middle class" house here has a 2-car carport. Rent would range from P12,000 - P26,000 per month, depending on the compound.

Car payment -- You can get a current-year Toyota sedan for about P832,000. Down payment would be P284,000 - P317,000. A 3-year loan from a local bank for the balance (at 16.5% APR) would run about P21,730 per month. (If you can arrange it, you'd be better off getting a lower interest loan from your home country bank or credit union.)

Child in college in the Philippines -- Expect tuition to run about P12,000 - 20,000 per semester (5 months), depending on the quality of the school and the course of study. (E.g., an engineering degree will cost more than a business admin degree due to lab fees.)

Typical bills -- This would vary hugely, depending on your lifestyle & number of household members. In my case, we are a family of 3 with a live-in maid/yaya. House is 4 BR, 3 bath, 2-car carport in excellent compound (current rent P17,500 per month). I run the air cons as I please, so electric bills are a bit high (P4500 -P5500 per month). Asawako is in college & daughter is in private elementary school. Annual tuition runs around P60,000 total. Haven't been keeping detailed records lately, but I'd say my costs (including rent, car payment, utilities, eating out, barhopping & general expenses) run between P100,000 - P122,000 per month, depending on tuition payments falling due, appliances needing repair/replacement, second car needing repairs, etc.

As a general range, I'd say that to live a very comfortable middle class lifestyle in Angeles City, including all of the items above, would cost between USD $1900 - $2400 per month.
